Tajik authorities are trying to reduce both the number of national rituals and the cost of them
In the north of Tajikistan, a large-scale campaign was launched to reduce traditional and national rituals. The large monetary expenses that residents of the country make when conducting magnificent weddings lead, according to experts, to a decrease in the standard of living of the population. Despite the fact that Tajikistan is one of the poorest countries in Central Asia, the cost of weddings (January-June) according to some estimates, for example, in the north of the country, amounted to about 16 million US dollars. This equates to the size of the revenue part of the budget of the Sughd region in the first half of this year.
The chairman of the Sogd oblast, Kasym Kasymov, at a recent session of the regional majlis of people's deputies, instructed the chairman of the city of Khujand, Olimjon Jalolov, after consulting with aksakals and mullahs, to work out a new position to streamline traditions and customs. Back in 1999, the country's president, Emomali Rakhmonov, issued a special decree, “On traditional folk festivals, rites and rituals in Tajikistan”. Immediately after him, the decision of the Sogd oblast, Kasym Kasimov, was announced to streamline the above rites and traditions for the leaders of cities and regions. Control over this, Kasimov then placed on the Department of Justice. In the same year, a streamlining commission and a special provision were created, where all the points were stipulated. However, then, this decision had no effect. Residents of the region, as they spent huge amounts of money on wedding events, continue to spend them so far.
In the second largest city of Tajikistan, Khujand, whose population is about 150 thousand, the wedding season lasts for the third month. Citizens celebrate them on a grand scale, the good is where to turn. In the city, specifically for this infrastructure is formed. Special buildings have been built for mass celebrations (Tuyhona). Only in Khujand there are seventeen. At the same time in some of them can accommodate over a thousand people.
Deputy Chairman of the city of Khujand, Nazokat Yermatova, said that the number of seats in Tuykhon from now on should not exceed 300. Compliance with this requirement will be monitored by members of the established commission who will conduct raids. If they do not comply with these recommendations, unpopular measures will be taken in their respect.
During weddings hundreds of guests entertain musicians and dancers. For several hours while the holiday lasts, the host treats those present with traditional meat dishes, fragrant pilaf, ruddy sambusa and manta. Sogdians with different incomes, in different ways out of the situation, so as not to violate these traditions. Someone saves a lifetime, others get into debt bondage in order to adequately, by local standards, celebrate the wedding of their children. Wedding ceremonies of young people cost an average of two to three thousand dollars, while the average salary is $ 20. The very process of marriage is accompanied by numerous rites and they last for a month.
Weddings are held as follows. The first event is “nonu kand”, where the parties come to an agreement. Then the nonshikanon cake is broken - the beginning of the wedding is announced. During another event, “Tuibaron”, in which about 100 guests take part, the process of holding a wedding and further events is planned. On one of the days, “Ochi Nakhor” is being prepared - one of the first major events where pilaf is distributed early in the morning. It involves only men, whose number can reach from 100 to 200 people. In the evening of the same day - “Shabi Bazmi Tui”, where the bride and groom are having fun with friends and acquaintances. The parties invite all their relatives, friends, acquaintances, and colleagues to attend this event, and their number ranges from 300 to 600 people, and sometimes even more.
A few days later, numerous guests are invited to a treat in order to introduce the groom to neighbors and acquaintances where the bride lives. Then there will be a “lard”, where there will also be a treat, guests from both sides, but already in a closer circle. After that, a few smaller rituals cope, but this time only with the participation of relatives. During the above rites, the parties present each other with expensive gifts and signs of attention and honor.
“The decision of the chairman of the region, to streamline traditions and customs, is aimed at improving the standard of living of the population, reducing the cost of festive events,” said the director of the Khujand Wedding House, Mahfirat Tairova. According to her, work in this direction is intensifying. Her department is now conducting explanatory work among the population, with calls to reduce the number and scope of festivities. “In July alone, we registered 144 marriages. The bride and groom after the submission of the application, issued a special sheet, where they are introduced to the position of the wedding. There, they are recommended to conduct the rites of “nonshikanon”, “oshi nahor” with the participation of only honored guests in the amount of 30 people, ”she notes
“The evening is the main wedding celebration, no more than 300 people should attend. Close and friends of the bride and groom. We ask that this sheet be brought back with the signatures of the parents of the newlyweds, as well as the chairmen of the Makhalin committees (local government), who must certify them with seals, ”says the director of the Marriage House. However, as Tairov says, not all newlyweds take this request seriously and do not bring sheets. Now even the registration of marriage has become a separate ritual, besides not cheap for newlyweds. They organize numerous automotive tuples. They walk around the city and then treat their friends to restaurants. “According to the Regulations, we recommend them to use no more than 5 cars for a trip to the registry office. We work together with the city traffic police, who are watching this, since large wedding processions also create an emergency situation, ”says Tairova.
Khujandan, Dadodjon Saidov, has four children and receives 50 somoni (about $ 17-16), working as an auxiliary worker in one of the city enterprises. He supports the decision of the local authorities, but at the same time, is going to hold the wedding of his son, "at the highest level." “I'm going to marry my son,” he says. I will do everything to make the wedding like all people. I will borrow from my director. I will ask for money from my relatives, somehow I’ll get out. I do not want to be worse than others.
