Kyrgyzstan is once again reeling. This time the most radical part of the country opposes the country's entry into the so-called international program of the HIPC, which was invented by international donors for the poorest countries in Africa, Asia and Latin America. The bottom line is that who enters there, they write off all debts. And practically the country is governed from the outside. But the official information about the HIPC, which hangs on local Internet portals. The HIPC (Heavily Indebted Poor Countries) Initiative is a program to help the poorest countries with high levels of external debt. It was proposed by the World Bank and the IMF in 1996. Today, it includes 29 countries. With regard to Kyrgyzstan, it is about writing off just over $ 1 billion.
Radical youth organizations and the country's parliament are against joining this program, and the head of state Kurmanbek Bakiyev is ready to become: “... a black man for the sake of joining the HIPC, but if this initiative brings only good to Kyrgyzstan”. Moreover, the head of state noted that Russian experts are not against the accession of Kyrgyzstan to the HIPC. What does Russian experts have to do with it? And most importantly, who are they? Or has external management begun without joining the HIPC in Kyrgyzstan?
Despite the rather strong resistance of civil society and parliament against joining this program, the government is also taking strengthened steps to achieve its goals. Regarding the role of parliament in this story. It seems that he (the parliament) is ready to vote against everything that comes out, figuratively speaking, from the presidential administration and the government.

The Ministry of Finance and Economy of the country, through the mouth of State Secretary Azamat Dikambaev, tells the “terrible stories” that awaits Kyrgyzstan if we do not join there. Here's what he says: “Every day the tightening of negotiations on joining the HIPC program, Kyrgyzstan loses money. At best, if we join the initiative today, we will be forgiven $ 914 million. And if we continue the discussion until spring, then there will be no point in joining this program. ”
At the same time, reluctantly, he admits to the agency 24.Kg, that even some foreign experts dissuade the country's leadership from joining the HIPC, and some countries have already refused to provide any loans.

In Akayev's times, he headed the youth opposition movement Kel-Kel, and now he heads the Young Politicians Forum (FMP). All participants approached the organization of the protest creatively. FMP intends to hold a demonstration in the format of a theatrical performance. The National Anthem of Kyrgyzstan will be played on the square.
