The relations of Kazakhstan and Kyrgyzstan are not explained by the traditional logic of interstate diplomacy. If the position of the official Bishkek is uncomplicated - Kazakhstan, as the nearest rich neighbor, simply cannot be considered as the main investor. Then official Astana has no reason to be friends with its neighbors, and the political crisis unfolding in the country should only alienate Kazakhstan from Kyrgyzstan. But that did not happen.

In the friendship of the two states, it is not necessary to look for the usual logic of mutual benefit. Not only the desire of Kazakhstan to ensure the security of its borders at the expense of economic assistance to its neighbors in need explains the ever increasing commodity-money turnover between the republics, and more and more new financial revenues go to Kyrgyzstan. And not only the desire to get money from a neighbor explains Bishkek's craving for Astana.

The fraternal peoples of Kazakhstan and Kyrgyzstan have never been able to break strong age-old ties, held together by common misfortunes and common difficulties. The friendship between these states, which is illogical to the external, innocent view, is based on this basis. The list of mutual achievements of Kazakhstani and Kyrgyz diplomacy includes agreements on large-scale Kazakhstani investments in the Kyrgyz economy in the field of hydropower ($ 2 billion in investments in the Kambarata hydropower plant project) and the mining industry (attracting Kazakhstan’s investments in the amount of about $ 200 million to develop a number of Kyrgyz gold ore deposits), tourism and communications. In addition, the states agreed on the development of cross-border cooperation, within the framework of which it is planned to create international trade centers in the regions bordering Kazakhstan with Chui and Talas oblasts.

The high mountainous pearl of Kyrgyzstan - Lake Issyk-Kul - has also always been and will remain the subject of many intergovernmental and intergovernmental agreements between Kazakhstan, which are used to spending summer holidays on the Kyrgyz coast, and Kyrgyzstan, which seriously embarked on the development of tourism business, as stated by the declaration of the country's officials. As part of the latest agreements, the Kazakh side undertook to undertake a major reconstruction of the resort and recreational facilities located on the coast of the lake. Objects belonging to Kazakhstan will be brought to the level of 4-star international-class hotels, and citizens of the Kyrgyz Republic will receive 80% of the jobs of these boarding houses.

Today, Kazakhstan is the main investor in the local economy. In the financial and credit market of Kyrgyzstan, the leading positions belong to Kazakhstan Kazkommertsbank, Halyk Bank, Temirbank, ATF Bank and Alliance Bank. Their share in the credit market of the country exceeds 50%.

Speaking of joint ventures, of which there are more than 400 in Kyrgyzstan, it is impossible to ignore the company KyrKazGaz. It was created to provide control over gas supplies to the southern regions of Kazakhstan from the Bukhara gas-bearing region. Gradually, the joint-stock company Kant Cement-Slate Combine, controlled by the Kazakh business, also became a client of the joint venture.

At the government level in Kazakhstan it was decided to join the construction of the Kambarata hydropower plants. This act is due to a tough necessity, which was described by the head of the Samruk Kazakhstan State Holding Sauat Mynbayev: “If we don’t jump right into any property rights in this project, we will get dependent not only on our southern neighbors, but also on our northern ones” .

In addition, the Ministry of Transport and Communications of Kazakhstan announced at the time that a new highway will be built by the Issyk-Kul-Almaty-Cholponata communication. The Eurasian Development Bank takes part in the project, acting as a general sponsor. The length of the canvas of the new road will be 88 km., Of which 62 km. falls on the territory of Kazakhstan. The projected traffic intensity of the new highway is up to 10 thousand cars per day. Another feature: the highway will be the first toll road in Kazakhstan.

Separately, it is worth mentioning the credit histories of Kyrgyzstan, in the course of which it turned out that the profits were received mainly by foreign grantors. Kyrgyz experts are sure that the reason is unfavorable conditions for the issuance of numerous foreign loans. However, according to the same specialists, investments from Kazakhstan have always been directed to the implementation of specific projects and the support of existing strategic spheres of the economy. For example, the same presence of Kazakhstani banks in Kyrgyzstan, which we mentioned above, proved invaluable in the post-revolutionary period, when most foreign investors decided not to risk capital and suspended activities in the country for an indefinite period. Kazakhstani banks and companies have helped Kyrgyzstan to preserve the image of an attractive investment state.

Financial support for the banking sector of the country's economy has had a significant impact on the dynamic development of mortgages and has caused a real construction boom in the country. Either will be, after all, according to forecasts, Kazakhstani investors in the coming years will bring about $ 2.5 billion into the economy of Kyrgyzstan.

The development of bilateral cooperation between the republics, of which we have the right to be proud, is also promoted by the activities of the joint intergovernmental commission on bilateral cooperation. Its activity is evaluated positively by the heads of both states. The leaders of Kazakhstan and Kyrgyzstan agreed that contacts within this structure will become even closer and more frequent, since the existing indicators of trade and investment, although very optimistic, still do not fully reveal the potential of trade and economic cooperation in both countries.

The intentions of recent years in the field of interaction between Kazakhstan and Kyrgyzstan, which have already been mentioned, are consolidated in the form of agreements at the highest level. During the official visit of the President of Kyrgyzstan to Astana, Kurmanbek Bakiyev and Nursultan Nazarbayev signed a Protocol of intent between the Republic of Kazakhstan and the Kyrgyz Republic on cooperation in implementing large investment projects of Kyrgyzstan, as well as a number of intergovernmental agreements: on the settlement of property rights of the Republic of Kazakhstan to resort and recreation facilities located in the territory of the Issyk-Kul region; on the mutual protection of secret information; on joint control at the Kazakh-Kyrgyz border; on cooperation in the field of training and professional development of personnel for the border service of Kyrgyzstan; on educational cooperation; about work and social protection of migrant workers. In addition, the parties signed agreements on cooperation between the ministries of labor and social protection and the ministries of education and science. A Protocol on Cooperation in Cross-Border Cooperation was also adopted. All the agreements concluded open a new milestone in the diplomatic relations of Kazakhstan and Kyrgyzstan - eternal and faithful partners, whose ties only grow stronger every year, despite the external circumstances accompanying this great friendship.
