Born in 1957 in Tajikistan. In 1979 he graduated from the Leninabad State Pedagogical Institute (now Khujand University). He worked in a rural school, from 1979 to 1989 he was a research associate at the Institute of History of the Academy of Sciences of Tajikistan, from 1989–1990 he was a senior expert at the Tajikistan Culture Foundation. In journalism since 1974: host of the program “Memory of the past” Tajik TV, correspondent of the newspaper “Komsomolets Tajikistan”, radio station “Youth”, agency “Associated Press”, own correspondent of “Nezavisimaya Gazeta”, correspondent “Gazeta wyborzca” (Poland). From 1995 to 1997 - Deputy Editor-in-Chief of the journal Central Asia (Sweden). Since November 2000 - author and presenter of the program “Power and Press” of Radio Liberty.
In 1993 - Director of the Moscow Bureau of the American Committee to Protect Journalists (CPJ), from 1994 to February 2000 - Head of the Monitoring Service of the Glasnost Defense Foundation. From 1994 to 1997, he was an expert in human rights at the UN negotiations on an inter-Tajik settlement (Tehran, Islamabad, Kabul, Almaty, Ashkhabad).

The author and compiler of 23 books (until July 2003), published over 2,000 articles in newspapers and magazines in many countries of the world, and wrote 8 films.
